A residential IP normally belongs to one household. A mobile IP belongs to a carrier and is handed out through carrier-grade NAT (CGNAT), which means the same public address carries traffic from a large number of phones at once. If a site blocks it, it blocks all of those subscribers too. Platforms know this, which is why mobile addresses get the most benefit of the doubt of any IP type.
